As the Europeans sent their colonies to America. They saw native tribes on the continent. They believed they had the right to dominate these tribes and use their workforce for their own benefits. They did not hesitate to use brute force to make this happen.
The attacks from European forces created conflicts between the two sides regularly. Those conflicts were common since the discovery of the continent. And the native tribes wanted to protect their forefathers' lands and they were not afraid to make sacrifices for this purpose. In order to do so, the elders of the tribes gathered the Sacred Council.
